As Development Director, Asset Manager and Project Manager, Nick Biro has overseen the due diligence, acquisition, entitlement, planning, engineering, and construction of projects from concept to completion. He brings over 25 years of experience in real estate development for commercial, resort and residential projects. Nick possesses a strong background in large scale master planned communities, infrastructure development and public works.

Gabriel Quezada currently functions as the Owner’s Representative for several of the firm’s projects. With over 20 years of experience, Mr. Quezada has cultivated an uncommon blend of real estate industry expertise, from investment strategy and asset / portfolio management to operations and construction management. Mr. Quezada excels at identifying, quantifying, and mitigating risk in proposed investments, operations, and capital structures.
Over his career, Mr. Quezada has been directly involved in over $3 Billion of acquisitions, dispositions, work-outs and financings through over 100 transactions. Mr. Quezada’s diverse and innovative approach, vast capital knowledge and relationships, and execution experience enable Blue Mountain Development to guide clients through various economic cycles.

Development Manager
A results-oriented Registered Civil Engineer with demonstrated success in Land Development and Project Management encompassing all phases of project delivery. With over 28 years of hands-on experience in property development, private consulting, and public service, James brings unique skills to manage project risk and deliver complex projects to meet design intent, schedule, cost, and quality objectives. James is also a FAA certified drone pilot and leads Blue Mountain’s initiatives to bring accurate, real-time, high-resolution 2D/ 3D visualization tools to our Clients and to enhance each project’s construction progress and productivity while minimizing operational risks.
Project experience includes residential, mixed-use, public works improvements, large infrastructure projects, hospitality/ resorts, commercial and industrial developments.

Operations Director
Operations efficiency professional, supporting the needs of specialized projects, such as: program development and implementation, community outreach, and departmental strategic plan. Expertise in creating custom technical systems that take teamwork and communication to new heights.
Justine has also achieved a project management certification in construction and was nominated in 2021 as an Inspiring entrepreneur in business by ‘Shoutout Los Angeles’.

Development Manager
Vlad Burce is a Development Manager at Blue Mountain Development and currently functions as an Owner’s Representative for several of the firm’s projects. As a registered civil engineer with almost 30 years of professional experience in project and construction management in public works and real estate development, Mr. Burce brings skills and responsibilities to manage and deliver private and public works projects. This background provides Mr. Burce with an in-depth understanding of civil engineering disciplines and construction practices.
Mr. Burce’s professional responsibilities have ranged from feasibility study, geotechnical, civil design, complex drainage design and regulatory requirements, technical specifications development and preparation of bid documents, design/constructability review, schedule preparation, and leadership and field implementation during the construction phase.
